SURREY CITY COUNCIL

SPECIAL MEETING 

MONDAY, JUNE 9, 2008

 

Mayor Steve Fennewald called the special meeting to order at 7:00p.m. Present were Council Members Terry Johnson, Blaine Klein, Dana Larsen, Kevin Nelsen, Jarvis Sasse, and Laura Volk.  Also present were Special Assessment Commission Members Stacy Horn, Alan Leintz, and Chuck Schmidt and City Auditor Elaine Christianson. 

 

This was a special meeting to hold protests against the amounts assessed for Street Improvement District 22, Sewer Improvement District 23, and Sewer Improvement District 24 and other business.  Only those property owners that filed a written protest would be allowed to address the Council.  Other business to be discussed is a proposed change to ordinance 6.0617.1 and a request concerning streetlights.

 

Resident Mark Choquette addressed Council regarding Sewer Improvement Districts 23 and 24.  Resident Randy Severson addressed Council regarding Street Improvement District 22.  Much discussion held about the two needed sewer projects, the street paving process, precedence set in Street Improvement District 19 regarding corner lots, and all amounts assessed by the Special Assessment Commission. 

 

Council inquired about the process if the Council requested a reevaluation.  Christianson called the Special Assessment Commission to the Council table to discuss the procedure.  The affected lists would be returned to the Special Assessment Commission and the process would start over again.

 

Mayor Fennewald called for motions regarding the Special Assessment District lists.  Larsen made a motion to confirm the Special Assessment List as presented for Street Improvement District 22.  Klein seconded.  Roll call vote:  Larsen-aye; Sasse-aye; Klein-aye; Volk-aye; Johnson-aye; Nelsen-aye; motion carried.  Klein made a motion to confirm the Special Assessment List as presented for Sewer Improvement District 23.  Sasse seconded.  Roll call vote:  Klein-aye; Sasse-aye; Larsen-aye; Nelsen-aye; Johnson-aye; Volk-aye; motion carried.  Larsen made a motion to confirm the Special Assessment List as presented for Sewer Improvement District 24.  Johnson seconded.  Roll call vote:  Larsen-aye; Nelsen-aye; Johnson-aye; Volk-aye; Klein-aye; Sasse-aye; motion carried. 

 

Christianson discussed the proposed ordinance changes under the Liquor License and Zoning sections regarding exotic dancers.  Larsen made a motion to accept the first reading of an ordinance change to Chapter 6 Article 6 repealing 6.0617.1 and replacing with the Entertainment Clause from the City of Bismarck (a copy which is attached).   Seconded by Nelsen.  Roll call vote:  Larsen-aye; Nelsen-aye; Johnson-aye; Sasse-nay; Klein-aye; Volk-aye; motion carried.  Larsen made a motion to use zoning definitions from the City of Minot regarding Adult Bookstore, Adult Cabaret, Adult Cinema, and Adult Entertainment Center and add the City of Minot’s proposed Section 15-5 Adult Entertainment Center wording under the City of Surrey’s Industrial District Zoning.  Seconded by Johnson.  Roll call vote:  Larsen-aye; Nelsen-aye; Johnson-aye; Sasse-nay; Klein-aye; Volk-aye; motion carried.

 

A request from Derek Undjhem and Josh Myer was presented to Council regarding the installation of different streetlights on 4th Avenue Southwest.  Christianson presented pricing information received from Ottertail Electric Company.  Sasse made a motion to approve the request, seconded by Volk, to approve the installation of streetlights as requested.  Roll call vote:  Sasse-aye; Klein-aye; Volk-aye; Larsen-aye; Nelsen-nay; Johnson-aye; motion carried.

 

No further business to discuss, Klein made a motion to adjourn, second by Volk, meeting adjourned at 8:30pm.
