SPECIAL MEETING
MONDAY, OCTOBER 13, 2008
Present were Mayor Steve Fennewald, Council Members Blaine Klein, Kevin Nelsen, and Laura Volk. Also present were PWS Greg Lemer and City Auditor Elaine Christianson. Council Members Terry Johnson, Dana Larsen, and Jarvis Sasse were absent.
Mayor Fennewald called the meeting to order at 7:00p.m.
This special meeting is to hold a second reading of a zone change for Lot 1, Myers 3rd Addition and to talk about the events that led to the water outage on October 11, 2008.
Motion to approve the second reading of a zone change for Lot 1, Myers 3rd Addition – Nelsen/Volk. Roll call vote: Nelsen-aye; Volk-aye; Klein-aye. Motion carried 3-0.
Much discussion was held regarding the water outage on October 11, 2008. It appears that a mechanical malfunction of the fill valve occurred earlier in the week, causing the cistern not to fill. Discussion held on installing an alarm system for the cistern. The water system was tested. The BacT results were normal and the chlorine levels were good. Christianson reported on the Reverse 911 system that was used to contact the residents. 76% of the 345 phones in the call area were contacted or had a message delivered. A total of 558 calls were attempted in just less than 44 minutes on Minot Central’s 16 lines.
