SURREY CITY COUNCIL
SPECIAL MEETING
MONDAY, OCTOBER 23, 2006
Mayor Steve Fennewald called the meeting to order at 6:30p.m. Present were Council Members Terry Johnson, Dana Larsen, Kevin Nelsen, Jarvis Sasse, and Laura Volk. Also present were Alan Estvold of Ackerman-Estvold, Planning and Zoning Commission Members Ron Burns, Rod Hjelden, Kim Shaw, and Chuck Tollefson, Police Chief Brad Seideman, and City Auditor Elaine Christianson. Absent was Council Member Blaine Klein.
The agenda was reviewed.
The Public Hearing was held for District 21. Resident Rod Hjelden discussed concerns regarding engineering fees. Christianson addressed Hjelden’s concerns. Larsen moved to confirm the Special Assessment list for Street Improvement District 21 as approved by the Special Assessment Committee. Sasse seconded. Roll call vote: Volk-aye, Sasse-aye; Larsen-aye; Nelsen-aye; Johnson-aye. All aye, motion carried.
The Public Hearing was held for the Eastland Park Estates Subdivision, which is within the City of Surrey’s one mile extraterritorial zone. Larsen explained the Storm Water Management Plan prepared by Ackerman-Estvold.
Council Member Blaine Klein entered the meeting.
Concerns of neighbors of the new development included new septic tanks leaking into current wells, shortages of water from North Prairie Rural Water District, shortages of water from the current aquifer providing water to wells, development of roads, increases in traffic, and increases in taxes. Discussion was held regarding these concerns.
Larsen moved to approve the preliminary plat for the master plan. Volk seconded. Roll call vote: Klein-aye, Volk-aye, Sasse-aye; Larsen-aye; Nelsen-aye; Johnson-aye. All aye, motion carried.
Discussion was held regarding possible annexation for this area into the City of Surrey. No one from the audience was interested in annexation. Estvold explained a city cannot “spot annex”. There must be contiguous land.
Christianson presented an application of local permit from the Souris River Basin Longbeards for a raffle. Klein made a motion to approve the local raffle permit. Volk seconded. Roll call vote: Klein-aye, Volk-aye, Sasse-aye; Larsen-aye; Nelsen-aye; Johnson-aye. All aye, motion carried.
Discussion was held regarding the criminal mischief which took place at Surrey City Hall between October 19th and 20th. Council advised Christianson to check into the details of pressing charges through Juvenile Court and the steps that follow.
